No doubt. However, they do this all the time, and they have never managed to pull it off. I don't think they ever will. So the question then becomes, "Where do they make the cuts?" More out of education? More out of what's left of programs to feed and house the poorest of the poor? Veterans?
...but hey, do what you want...you will anyway.
