No, he made it clear it was the essence, not the words, and he got roundly criticized at the time for the "parody" in the words of some of the Republicans on the Commiitee.
No. He didn't lie. He didn't attempt to defraud anybody. He's not going to resign. (He did, however, make a big mistake in doing that, but maybe he thinks it was worth it.)

Trying to make it look like Iran is the beggar here. The proper nuance is Iran refuses to meet until sanctions are lifted. That came out clearly in reports on the UN meeting, which is why he's posting this tweet. He must have just seen the news.
