We can make some guesses.
He's investigating the investigators. We know that much. But why does he need to go in person to Italy? Because it's a free European trip, no doubt.
Or, because he's digging up dirt on the whistleblower and that's where they think he'll find it.
...but hey, do what you want...you will anyway.
