How can this even be legal?

To be clear, this is not FEMA. This is the City of Dickinson (in accordance with Texas rulings, I presume) using funds"from various individuals, businesses, and other organizations (“Donations”) to assist its citizens with rebuilding after the devastating effects of Hurricane Harvey."

And, yes. This is outrageous.

PLAYER: For all anyone knows, nothing is. Everything has to be taken on trust; truth is only that which is taken to be true. It's the currency of living. There may be nothing behind it, but it doesn't make any difference so long as it is honoured. One acts on assumptions.
