On the other hand, Russia has made some trades of people.President Vladimir Putin says NSA leaker Edward Snowden may stay in Russia, if he wants to, but only if he stops activities aimed against the United States.
“There is one condition if he wants to remain here: he must stop his work aimed at damaging our American partners. As odd as it may sound from me,” Putin told a media conference in Moscow.
However, Russia is not going to extradite Snowden, the president underlined.
“Russia has never extradited anyone and is not going to do so. Same as no one has ever been extradited to Russia,” Putin stated.

The US annulled the whistleblower’s American passport and he presently has no other documents with which he can travel.

I'm not sure what that means: "stop his work aimed at damaging our American partners." I wasn't aware that was his aim. Even if that depends on what partnership we're talking about, I wasn't aware that the NSA was partnered with any Russian agency. But, then, they are extremely secret about what they're doing.
So, I'm guessing Snowden should find his way to an embassy willing to either grant him some traveling papers or asylum. Maybe that's what Putin is saying...he won't stop him if he leaves the airport.
