I think this is a pretty good argument. I understand there are arguments against cutting major ties by sanctions or arms deal denials (although I think we shouldn't be selling arms to anybody), but why not use that leverage to demand specific humanitarian actions? (I know: because we don't give a shit how repressive or autocratic they are.)
This also applies to Trump. Show power by showing there are few or no limits on how blatantly you can get away with something and offer a ridiculous lie as justification - or better yet, no justification.
...but hey, do what you want...you will anyway.
