Did they ever?It seems that the House Freedom Caucus, which exercises a great deal of control in the lower chamber, was making noises that it might not vote to go to conference at all, which would gum up the works and ruin everybody’s holiday plans. At issue was a continuing resolution extending the funding of the entire government past the end of this week. This is where we’re at: a group of conservatives endangered a wildly regressive change in the country’s tax system because the government wasn’t being gutted enough in a measure that would allow the government to function at all. The Speaker's lobby was all abuzz for an hour or so, until the majority reached a brief moment of clarity and voted to go into conference on the bill. Meanwhile, the tinkering with the tax bill continued, in backrooms and hallways. “They’re putting this together with paste and bubblegum,” said one Democratic legislator. “Even they don’t know what’s going into this now.”
