He won't be a "new voice" at all - he's returning to where he was a year ago. "Tough and smart" remain to be seen. He can, of course, do a lot more to promote Trump at Breitbart than he could at the White House, which is, I assume, why he's being sent back there.
After all, he only has two major media sources: Fox and Breitbart. Several of Fox's hosts, and increasingly Fox's owner, are moving away from Trump. He can't let Breitbart get away. And it was making noises:
