I think that's exactly what was happening. They stopped in to use the john. There have been places that won't allow ICE to use their restrooms. So they went in force. Petty tyrants all. Even in countries I've been in and seen pictures of that have armed troops patrolling cities, they aren't wearing bullet proof vests and masks.
So far, their plan for cowing the public doesn't seem to be working.
