These are things Bernie and the Dems should have demanded in the bill that just passed. McConnell is already talking about not even having a phase 4. The GOP wrenched out benefits for their corporate donors in the last bill, so they have absolutely no incentive to do anything more.
...but hey, do what you want...you will anyway.
