Wisely, he did not say, "Arm yourselves with high powered rifles," even though that's what he and his group did."It is your duty to hold federal agencies at bay, protecting the people in your state. Add to the inclination of political people to be unsympathetic to protesters, there's the effect that having taken over the wildlife refuge is having on all the projects and scientific research being conducted - or rather, being interrupted, and I don't think Ammon is going to get a lot of friendly response to his "call to action."
...but hey, do what you want...you will anyway.
