What's the point of this if not humiliation?
According to a leaked copy of a newly-updated US State Department official style guide, all state department communications must use the pronoun associated with someone's assigned sex sex at birth.
The document, titled "The Executive Secretariat Style Guide", requires that all State communications "[u]se pronouns that correspond to biological sex and agree in gender and number with their antecedents: he/him/his for an individual male, she/her/hers for an individual female, they/them/their/theirs for more than one individual".
The sub-section of the document marked "Pronouns" goes on to declare that they/them/theirs must never be used to refer to a single person.
