"As if they want it to implode." Which is of course the plan. "Some suspect" is weaseling. Some "know". Maybe everyone knows. It's essentially what they're doing at every agency. I'd say they're trying to force a civil rebellion that will allow Trump to claim a national emergency to take over the country by military force. It's increasingly obvious even to him that he's lost public support.
