This is perhaps believable if you don't think about it. So it's a step above what one young guy working for the movers I recently hired told me: "If you're an illegal in this country and you make $30,000 a year, the government will give you $50,000." I thought I misheard, so I asked him to repeat it. I hadn't misheard. Sadly, he was shit at moving stuff, too.
