Scoundrels don't self-correct. When there is no accountability; when no one does any time or pays a price that discourages them from what they're doing, and the profit (of one sort or another) is higher than the probable penalty, they don't stop. On the other hand, do we know if Carter and Johnson are using the private accounts for anything other than personal business? Maybe that's a line that's hard to monitor or maintain. If it's private business, it should be inaccessible to scrutiny, and if it's inaccessible, how can it be determined that the information crossing it is actually personal?
