National parks improvement

I believe this is the same bill the Senate passed in Feburary last year.

Back in November, though, Trump was talking about privatizing the parks.  Are they upgrading so when they turn them over to privateers, their pocket-liners won't have to incur the expense?

Also, remember way back in 2017 when Zinke was Secretary of the Interior and Trump signed an EO to eliminate or scale back national monument parks?  (Let's remember that the next time he acts offended by the removal of confederate statues.)  And even earlier when he proposed to cut the national parks budget?
