It's not reported (!) because it's not true.
The man obviously flunked both math and logic. In purely mathematical terms, the number depends on which 20,000,000 you tested, but in reality, the cases would still be there, you just wouldn't have recorded them. FFS.
Also, "1/100th time"? That means it hasn't even been once yet.
...but hey, do what you want...you will anyway.
