As far as I know, Dowd himself hasn't said anything. It was "two sources in the White House." That's simply an attempt to throw some shade and cover Trump's very large ass that he left exposed after a hare-brained tweet that his attorneys can't shield him from without lying. A pathetic attempt. Dowd may not even know that was the plan.
The frightened huddle in the White House may all end up in the Big House. Won't hurt my feelings.
...but hey, do what you want...you will anyway.
