I don't know what's possible if she does dismiss the case. I don't know if Smith can appeal to the 11th circuit, and whether if he did, the appeals court could reinstate the case with a different judge. If that's possible, I'd guess Cannon wouldn't dismiss.
...but hey, do what you want...you will anyway.
