Also, countries don't owe us. There's no pot of money being paid into. Countries are merely asked to contribute a certain amount of money to their own military forces. There's no past amount that needs to be made up for. This whole argument about them owing anybody anything is misleading. Whether HE knows that or not, I couldn't say.
...but hey, do what you want...you will anyway.
