If Trump's administration is "uniquely criminal" it's only because so many of them, including Himself, are criminal in a personal state as well as a governmental administrative one.
Also, there's not a "very good reason" for this norm. As Glenn suggests, there is a reason - it's just not a good one. Every presidential candidate in our lifetimes has known he or she is going to perform criminal acts against other countries as soon as he/she takes office, and over the course of the last several elections, each has also known he/she will perform criminal acts against American citizens, too. None of them ever wants to see a predecessor prosecuted. If they extend this norm to Trump's money laundering crimes, however, we're in a whole other world of hurt.
...but hey, do what you want...you will anyway.
