I never heard of an anti-suicide smock before. It's something designed so that there's nothing a person can use to hang himself. Now, there's no way a person is going to use their clothing to hang in the courtroom, so the only reason I can think of to keep them dressed like that in court is to humiliate them.
...but hey, do what you want...you will anyway.
