I'd say the latter, and I'd also say that's probably the smart approach in his case. Even if I'm wrong about the latter, beginning (at least) with Grandpa Prescott, no one in Jeb!'s lineage has ever thought the common voters (or, fodder units, as George I called them) have any impact on their lives and careers. It's all about the dollars.
...but hey, do what you want...you will anyway.
